Cabinet Shake-Up

Four ministers lost their jobs yesterday while five Members of Parliament and an economist were appointed ministers in a reshuffle announced by President Yoweri Museveni.

Among the new comers is Dr Ezra Suruma, who was appointed Minister for Finance, Planning and Economic Development. He has been the director for economic affairs at the Movement Secretariat, a member of the Fast Track East Africa Political Federation committee, former managing director of Uganda Commercial Bank, deputy governor of the central bank and deputy secretary to the treasury. He replaces Mr Gerald Ssendaula, who was appointed Senior Presidential Advisor on Financial Affairs.

The MP for Samia Bugwe South, Mr Simon Mayende, is the new minister of state for higher education. He replaces Ms Beatrice Wabudeya who was appointed minister in charge of the presidency. Mayende was under-secretary in the ministry of public service and worked at the Movement Secretariat before joining Parliament.

Kampala Movement chairman and MP for Kassanda South, Mr Nyombi Thembo, is the new Minister of State for Primary Education. He replaces Ms Namirembe Bitamazire, who was appointed minister of education & sports.

The chairman of the Parliamentary Movement Caucus, Mr Charles Bakabulindi is the new minister of state for sports. He replaces Okello Oryem, who takes over the portfolio of International Cooperation in the Ministry of Foreign Affairs.

The MP for Jinja Municipality East, Mr Nasani Igeme Nabeta, is the new minister of state for trade, replacing Mr Richard Nduhura who becomes minister of state for local government.

Iganga district Woman MP, Ms Beatrice Magoola Zirabamuzaale, replaces Prof. Semakula Kiwanuka as minister of state for Luweero Triangle. Kiwanuka moves to the ministry of finance as state minister for investment.

Those who lost their ministerial posts are Mr Kirunda Kivejinja, who was relieved of the ministry in charge of the presidency and posted to the Movement Secretariat as the deputy national political commissar and director of foreign affairs. Dr. Fabius Byaruhanga who was dropped as minister of state for fisheries becomes the director of economic affairs at the Movement Secretariat. Prof. Edward Rugumayo who had been the minister of tourism, trade and industry until yesterday, has been appointed Uganda's ambassador to Paris. The current ambassador would be recalled for deployment.

Museveni also appointed High Court Judge and former Uganda Human Rights Commissioner, Ms Faith Mwondha as the new Inspector General of Government, replacing Mr Jotham Tumwesigye who retired late last year.

Mr Raphael Baku, who has been the director for legal affairs at the Movement Secretariat, is the new Deputy IGG.The President also appointed his long serving private secretary, Ms Amelia Byambadde to become his Principal Private Secretary. Mr Fox Odoi, who has been acting PPS, will be redeployed.

John Nasasira.

Jim Muhwezi (Minister of Health), Dr Crispus Kiyonga (Minister without Portfolio/National Political Commissar) Mr Sam Kutesa (Minister of Foreign Affairs) and Prof. Tarsis Kabwegyere (Minister of Local Government).
